Jointly organized by Anli Partners and the Cross-border Employment Compliance (CEC) WeChat official account, under the guidance of the Corporate Compliance Committee of the China Enterprise Confederation, the series brought together nearly 300 participants. They included leading legal scholars from China and abroad, officials from relevant government departments, industry association representatives, International Labour Organization officials, leading legal experts from more than ten jurisdictions across four continents, and executives from multinational companies.

The series provided a high-level professional platform connecting academic research, legal practice, corporate experience, and international multilateral dialogue. Participants held in-depth discussions on global labor regulatory trends, sector-specific employment challenges in overseas expansion, ESG responsibilities across supply chains, and the development of international standards frameworks. The forums held in two cities and the closed-door seminar each generated consensus tailored to their respective industry focus.

Shanghai Forum (May 19): Weaving a Global Compliance Network

At the opening session of the Shanghai Forum, Jiang Junlu, Chair and Managing Partner of Beijing Puran Law Firm and Vice President of the China Social Law Research Association, and Meng Xianming, Chair of the Management Committee at Anli Partners, delivered successive opening remarks. Against the backdrop of global industrial supply chain restructuring and Chinese companies’ pursuit of high-quality international expansion, they highlighted the strategic value and contemporary relevance of cross-border employment compliance.

Jiang emphasized that the innovative concept of “Cross-border Employment Compliance (CEC),” proposed by Dr. Luo Kaitian, initiator of the event series, Editor-in-Chief of the CEC WeChat official account, Partner at Anli Partners, and Head of Employment Law & ESG Practices, extends beyond the traditional scope of compliance with mandatory national labor laws. It encompasses supply chains, ESG, and every stage of corporate internationalization and global workforce governance, making it an essential consideration for Chinese companies expanding overseas.

Meng noted that Chinese companies’ overseas expansion has entered a new phase of high-quality development. Cross-border employment compliance has evolved from an individual legal matter into a core strategic issue affecting corporate competitiveness. He added that Anli Partners would continue to draw on its professional expertise to support Chinese companies’ global expansion and help build a compliant, resilient, and sustainable environment for cross-border employment.

The Shanghai Forum featured keynote presentations by Irene Kashindi, a member of the International Labour Organization’s Committee of Experts on the Application of Conventions and Recommendations (CEACR) and a partner at Kenya’s MMK Advocates, and Dr. Luo Kaitian.

In her address, “Global Trends in Labor Regulation and Enforcement,” Kashindi explained that employment compliance in a globalized economy now encompasses international labor standards, ESG governance, and supply chain due diligence. She highlighted emerging compliance challenges arising from the platform economy and artificial intelligence, as well as significant disparities in regulatory development between the Global North and Global South. Drawing on African markets, she examined employment challenges facing Chinese companies, identified workplace mental health and the right to disconnect as emerging priorities in global labor governance, and called for international cooperation to address the regulatory challenges posed by new forms of work.

Dr. Luo Kaitian, Editor-in-Chief of the Cross-border Employment Compliance (CEC) WeChat official account, Partner at Anli Partners, and Head of Employment Law & ESG Practices, delivered a keynote titled “Cross-border Employment Compliance: International Trends and Corporate Challenges.” He noted that many companies mistakenly assume that compliance with host country laws alone is sufficient. He outlined emerging global trends, including the incorporation of ILO standards into binding legal requirements, tighter regulation across Europe, the United States, and Southeast Asia, and the extension of ESG requirements throughout supply chains. Through illustrative cases, he examined the core challenges facing companies expanding overseas, including market access, supply chain accountability, and conflicts among overlapping rules.

A highlight of the event was the official launch and plaque unveiling ceremony for the Cross-border Employment Compliance Alliance (CECA). Bringing together legal organizations and experienced lawyers from more than 50 jurisdictions worldwide, CECA establishes a global service network for resource sharing, coordinated legal services, and collaborative research on legal and regulatory frameworks.

During the thematic presentations, Ye Yongqing, Partner and Management Committee Member at Anli Partners, spoke on “Tax Compliance and Strategic Optimization in International Employment.” You Bailu, Partner at Anli Partners, presented “Practical Considerations for Compliance in Cross-Border Transfers of Employee Personal Data.”

The forum also featured four roundtable discussions organized by geographic region. Through high-level international dialogue and the launch of the Cross-border Employment Compliance Alliance (CECA), the event strengthened coordination across legal and regulatory frameworks and collaboration among practitioners, providing comprehensive support for companies navigating global employment compliance challenges as they expand overseas.

Beijing Forum (May 21): Deep Cultivation of Industry Verticals and Standard Setting

In her opening remarks, Shi Xiaoyan, Secretary-General of the Zhongguancun International Human Resources Services Alliance and Executive Deputy Secretary-General of the Zhongguancun Talent Association, noted that amid profound restructuring of global industrial supply chains, Chinese companies are expanding overseas not only through their products, but also through their organizations, talent, and management practices. Cross-border employment compliance has become a key means of strengthening their global talent deployment and workforce governance.

Wang Qingyou, Director of Anli Partners, described the forum as a flagship event marking the firm’s 25th anniversary and bringing together leading legal professionals from around the world. He expressed the hope that the forum would deepen exchanges and mutual learning among Chinese and international legal and business communities, while advancing practical cooperation in cross-border legal services.

The Beijing Forum featured a keynote address by Irene Kashindi, a member of the International Labour Organization’s Committee of Experts on the Application of Conventions and Recommendations (CEACR) and a partner at Kenya’s MMK Advocates, titled “Changing Global Employment Models: Emerging Challenges and Responses.” She examined new forms of employment arising from the digital platform economy and regional differences across global labor markets. Her presentation explored emerging employment law issues associated with remote work, flexible employment arrangements, and AI-driven algorithmic management. She also compared approaches to regulating platform work and determining employment status across continents, and explored ways to balance employee data protection with corporate workforce governance, offering insights into emerging compliance issues for Chinese companies employing staff across borders.

Dr. Luo Kaitian, Editor-in-Chief of Cross-border Employment Compliance (CEC), Partner at Anli Partners, and Head of Employment Law & ESG Practices, delivered a keynote titled “Cross-border Employment Compliance: International Standards, Local Practice, and Business Opportunities.” Drawing on actual cross-border employment disputes, he addressed the distinct challenges facing large, medium-sized, and small enterprises. He proposed a tiered approach to managing risks across jurisdictions and outlined a compliance framework integrating multiple sets of rules. He also presented a comprehensive, one-stop approach to building compliance systems throughout the business lifecycle, from market entry to continuous improvement.

A highlight of the event was the launch of the new book, "Cross-border Employment Compliance: Standards and Governance." Drawing on years of theoretical research and firsthand practical experience in the field, the book provides a systematic reference for legal practitioners, corporate compliance professionals, and human resources managers.

During the thematic presentations, Lan Meng, Partner and Head of Finance & Tax Practices at Anli Partners, spoke on “Tax Compliance and Strategic Optimization in International Employment.” Luo Wei, Partner and Head of Cybersecurity & Data Protection Practices at Anli Partners, presented “Practical Considerations for Compliance in Cross-Border Transfers of Employee Personal Data.”

The forum also featured four sector-specific roundtable discussions covering pharmaceuticals and healthcare, e-commerce and the digital economy, mineral resources and infrastructure, and new energy vehicles and advanced manufacturing. Bringing together leading legal experts from countries across Europe, Southeast Asia, Latin America, and Africa, these sessions examined cross-border employment compliance challenges in each sector and explored practical solutions.

Through high-level international dialogue and close collaboration among practitioners, the forum strengthened coordination across legal and regulatory frameworks and cooperation within industries. It provided companies expanding overseas with comprehensive expert insights and support through an international service network to help them navigate global employment compliance challenges.

Following extensive discussions at the forums in both cities, participants reached a shared consensus: cross-border employment compliance has become an essential capability for Chinese companies expanding globally. It is a strategic issue affecting corporate reputation, supply chain stability, and long-term sustainability, extending well beyond individual legal matters.

Compliance needs vary across industries, and general compliance services increasingly struggle to meet sector-specific demands. Governance tailored to particular industries and business scenarios is therefore becoming essential.

Significant differences in labor regulation, cultural traditions, and trade union systems mean that companies cannot simply replicate their domestic management practices overseas. They must align global governance principles with local compliance requirements in host countries.

Participants also agreed that drawing on the global professional network of the Cross-border Employment Compliance Alliance (CECA), strengthening collaboration among Chinese and international legal and business communities, and sharing practical experience across jurisdictions can help companies overcome information barriers in cross-border employment and mitigate compliance risks.

International Symposium (May 23): Top-level Dialogue and Authoritative Release

The series concluded with a closed-door international seminar on “Cross-border Labor Governance and Global Development,” held in Beijing on May 23 and co-organized by the Institute of Labor Law and Social Security Law at Peking University Law School. Dai Xin, Vice Dean and tenured Associate Professor at Peking University Law School, delivered the welcome remarks.

Opening addresses followed from Zhang Mingqi, Deputy Chair of the Academic Committee of the China Law Society and President of the China Social Law Research Association; a representative of the Department of International Cooperation at the Ministry of Human Resources and Social Security; Liu Fei, Deputy Director of the Legal Affairs Department of the All-China Federation of Trade Unions; Zhang Wentao, Director of the Employers’ Department of the China Enterprise Confederation; and Chang-Hee Lee, Director of the ILO Country Office for China and Mongolia, among other guests.

Addressing legal safeguards, international coordination of labor standards, workers’ rights, and corporate responsibility, the speakers helped establish a shared direction and build consensus for international cooperation and local practice in cross-border employment compliance.

During the keynote session, Professor Shinichi Ago, Professor Emeritus at Kyushu University in Japan and a member of the International Labour Organization’s Committee of Experts on the Application of Conventions and Recommendations (CEACR), delivered an address titled “Standard-Setting and Emerging Areas: Advancing Social Justice through Contemporary Globalization.” He explained that although international soft law on business and human rights is not legally binding, it clearly defines the boundaries of corporate conduct and responsibility. He traced the development of corporate social responsibility, examined the UN’s three-pillar framework on business and human rights, and argued that changes in the wording of corporate human rights responsibilities have, in effect, reduced companies’ legal burdens.

Dr. Luo Kaitian delivered a keynote titled “Cross-border Employment Compliance: Concept, Paradigm, and Framework.” He systematically explained the field’s definition and core scope, identifying three theoretical foundations: national legal frameworks, supply chain ESG, and international governance. He outlined its value as a distinct discipline and presented the development of theoretical research, a global professional network, and practical tools, supporting the creation of a China-developed framework for articulating and advancing global employment compliance.

A highlight of the seminar was the release of the Survey Report on Cross-border Employment Compliance among Chinese Companies. Covering companies of all sizes across multiple industries expanding overseas, the report provides a comprehensive picture of their overseas market presence, choice of employment models, and development of compliance systems. It also identifies key gaps in compliance awareness, institutional frameworks, and risk management.

Three thematic panel discussions followed: “Country-Specific Legal Challenges and Workforce Management Practices for Companies Expanding Overseas,” “Labor Governance and High-Quality Development through the Lens of ESG and Supply Chain Security,” and “International Standards and Framework Development for Cross-border Employment Compliance.”

Drawing on legal practice across Europe, Africa, Southeast Asia, Latin America, and other regions, participants shared emerging perspectives and practical experience from academic research, legal services, and corporate management.

The closing session was moderated by Professor Jiang Ying of the School of Law at the China University of Labor Relations, who also serves as Vice President of the China Social Law Research Association. Professor Ye Jingyi of Peking University Law School, Vice President and Secretary-General of the China Social Law Research Association and Vice President of the China Association of Social Security, delivered the concluding remarks.

Professor Ye emphasized that cross-border employment compliance is a core operational capability for companies expanding globally. She noted that global labor governance has entered a new phase shaped by overlapping rules, requiring a Three-Dimensional Integrated framework for compliance. She also identified the field as an emerging area of research and called for stronger interdisciplinary research and professional dialogue between China and other countries.

The seminar generated substantial consensus on how to connect international standards, national practice, and corporate governance as globalization continues to deepen. By bringing academic theory, institutional development, and practical business needs into closer alignment, it gave fresh impetus to research and professional practice in cross-border labor governance.

Participants agreed that the seminar’s high-level expert dialogue deepened understanding of applicable rules, while substantive exchanges across disciplines and sectors built consensus for action. They expressed confidence that these efforts would advance a compliant, inclusive, and collaborative global employment compliance ecosystem, creating lasting value for Chinese companies pursuing high-quality overseas expansion and for sustainable development worldwide.

The three-event series combined theoretical insight, industry expertise, and practical attention to the needs of businesses and workers, enabling substantive dialogue and shared learning across regions, industries, disciplines, and jurisdictions.

Building on the consensus reached, participants will continue to use the forum and alliance platforms to advance research, strengthen practical capabilities, and deepen international cooperation in cross-border employment compliance. These efforts will help Chinese companies develop global workforce governance systems covering the full employment lifecycle and entire supply chains, navigate compliance challenges across jurisdictions, and build an open, inclusive, and collaborative global employment compliance ecosystem that delivers mutual benefits.

["post-2479","page","type-page","status-publish","hentry"],"_hostinger_reach_plugin_has_subscription_block":false
["GET
