Dr. Luo Kaitian
Dr. Luo Kaitian has been deeply engaged in labor law and cross-border employment governance for nearly two decades. He is the advocate of the "Cross-Border Employment Compliance CEC" concept, the founder and editor-in-chief of the Cross-Border Employment Compliance CEC platform, and currently a partner at Anli Partners and the director of its Labor Law and ESG Practice Center. Prior to this, he worked at King & Wood Mallesons for many years, where he established and led the China employment law practice within KPMG's global legal services network.
As a core member, Dr. Luo has participated in-depth in major projects for China's Ministry of Human Resources and Social Security, the Ministry of Justice, the Ministry of Commerce, and the All-China Federation of Trade Unions, covering topics such as international labor standards, the resolution of overseas labor disputes, and the labor provisions of China's accession to the CPTPP, contributing to top-level design. In 2023, he published the monograph Labor, Sovereignty and the Rule of Law: A Chinese Approach to Labor Provisions in Free Trade Agreements (Peking University Press), in which he proposed the "Theory of Coordinated Application." While recognizing the positive value of relevant international standards, he advocates for their coordinated application based on the principles of sustainable development, independent good governance, and international cooperation, to avoid the greater drawbacks of radical enforcement. In 2026, he published Cross-Border Employment Compliance: Standards and Governance (China Law Press), which systematically elaborates on his proposed "Cross-Border Employment Compliance CEC" concept, advocating for the integration of "domestic labor law + international labor law + transnational labor law" into a systematic, trinity mechanism, adhering to the principle of "two-way compliance" to optimize global labor governance. Both works are recognized as pioneering works in China on these respective topics, filling research gaps. Also in 2026, he initiated and founded the Cross-border Employment Compliance Alliance (CECA), a global network covering approximately 50 jurisdictions, and serves as its Chair, further promoting global collaboration.
For over a decade, Dr. Luo Kaitian has continuously provided leading enterprises across various industries in China and globally with full-chain professional services, including global employment compliance, cross-border risk management, supply chain human rights due diligence and security, and ESG governance. He excels at integrating international rules, macro strategies, and local practices to deliver systematic solutions, having been involved in nearly a hundred major projects, covering workforces ranging from a few to over thirty thousand employees.
Dr. Luo Kaitian currently serves as the Secretary-General of the Cross-border Investment and M&A Committee of the Beijing Bar Association, and is a member of the China Social Law Research Association, the China International Economic Law Research Association, the China Arbitration Law Research Association, and the Labor Sociology Committee of the Chinese Sociological Association. He is also a member of the Ministry of Education's Virtual Teaching and Research Office for Law (Labor Law and Social Security Law), a member of the Inter-Pacific Bar Association (IPBA) and the Beijing Bar Association's Talent Pool for Foreign-related Legal Services (in the areas of foreign-related employment, cross-border investment, and international economic cooperation), an arbitrator at the Hainan International Arbitration Court (in the field of ESG), an external reviewer for the Chinese Review of International Law (CSSCI source journal), and an adjunct mentor at the law schools of renowned universities such as Peking University, the University of International Business and Economics, and the China University of Labor Relations.
In 2021 and 2026, Dr. Luo Kaitian was recommended as a China labor law expert by The Legal 500 Asia Pacific. In 2022, he was the only labor lawyer named to LexisNexis' inaugural "40 Under 40" list for the Asia Pacific region, and was recognized by GRCD as a "China Compliance Rising Star" in 2023 and "Labor Compliance Lawyer of the Year" in 2024. In 2025, he was nominated by American Lawyers Media (ALM) for "Asia Labor & Employment Lawyer of the Year."
Dr. Luo Kaitian graduated from the China University of Labor Relations, the University of International Business and Economics, and the University of California, Berkeley, earning a Bachelor of Laws (in Labor Law) and Master of Laws degrees from both China and the United States (in International Law). He is also the first person to receive a Doctor of Social Law degree from the China University of Political Science and Law. Furthermore, he has been invited on multiple occasions to participate in international events such as the UN Forum on Business and Human Rights, the BRICS Legal Forum, and International Labour Organization exchange programs, and has obtained certifications in high-level labor standards programs and human rights due diligence programs from the ILO.
